How to open a dispute?
PS: Welcome to the forums

Go to Purchases then click on transaction you want to dispute. Transaction must be In-Progress!
If seller delivered you a key/code or just shipped your item below that should be a button for Dispute.
After disputing the transaction send all proof you have to support, there should be a section with Support chat where you can send it…
