Resale service of draw images not from the seller?

I claimed a service today because of the current gigs. Unfortunately I was offered pictures from the internet. Whether these are open source I do not know. I do not think so.

Is that allowed?
Reselling free pictures?
Reselling copyright protected images (certainly not)?

May one note this seller here?
I am really pissed.
