Ps3 and xbox 360 consoles hardrvies and games

Ps3 and xbox 360 consoles questions on hardrvies and games? Ive seen adds both on hear and ebay on both xbox 360 and ps3 saying they are selling 500 gb with games on the hard drive, what does this mean do the consoles still have owners info and ids on them still or are the games downloaded and playable with out their accounts, I’m asking this cause my friends are asking me since I’m into gaming a lot. help with this and info please.
