Can't add fund, deposit amount is lowered after changing billing address

I just moved to a new place so I changed all address on bank as well as Gameflip account. However, I’m unable to add fund anymore. The old error “Gateway rejected: Fraud” appears again. In addition, I was able to add $1000 to the wallet twice but now it’s downsize to only $300

Please help.
