Do you have to add a credit/debit card to request a Payout?

I tried to request a PayPal Payout but it kept asking me to add a card so I was just wondering if you have to add a card to request a Payout because PayPal wont accept my card?

You dont have to add, but you need to have 1$ or more on your paypal account to verify it.
