At what point do we call this spamming? Pages and pages and pages all the same guy

They actually gave those sellers more room to spam recently with listing limit which is basically the more you sell the more you can list. I like the fact that those sellers praised the new system because they already had more sales because of their spamming before this limitation and now they are free to spam more while crushing others listings.
