Does anyone here know why this code pop-ups while activating the Google Play gift card (US Locked), on US Account

I had the same problem. Turns out that the country of my account was still on USA and I live in Europe. I changed that and voila! It worked!

Problem is fixed, I’v chatted with Google Support, and they did activation for me.
