I am fed up with one seller who keep flooding marketplace. he kept relisting few times daily.
is there way for me to pay small fee to be featured or “top” of listings?
similar with what sellers do on ebay.
I only sell animal crossing new horizons items bundles right now.

there is something called featured store. To apply, you have to contact Support. They will tell you the requirements to be one and you probably have to provide relevant information if you fit the requirements.

As @Sparkling_Juice informed, you can apply to a Featured Store by contacting the support team, but keep in mind that buyers have various filters to find listings. So they might not always be looking through the recent listings search.
Also, could you please open a ticket in the following link with a report explaining why the items are hacked?
