If amount of money you trying to withdraw is less then 20USD you will get you payout in seconds, if they are higher, they need to be approved by the stuff. If you are new seller it might take few days more then regular.
My account is fully unrestricted and I have received payouts of over 100+ before instantly. One of the held up payouts are for about 39 also.

As I checked this was solved already. Payouts might take a couple days to be approved, mainly if they were requested during the weekend.
