Buyer tried scamming me then left negative rating on purpose.

This buyer has two accounts and is still making them!

His two account names are:
• Tonya Connell
• TOfficial T

He tried scamming me after I completed the transaction (for carrying his friend in a Fortnite mission) and then disputed the order because he claimed “I’m poor”. This person then proceeded to stop the dispute and instead gave me a bad rating on purpose.

Is there any way to get this rating removed and get this guy banned from this app permanently? I also chatted with him on Xbox and he is very loud, obnoxious, and claimed he scams people.
