Mail Fraud Scammer

I recently purchased a PS4 game. Today I recieved what I purchased however my address was used as the return address, and the ship to address was blank. On the bubble mailer is a stamp from the USPS requesting 3.50 for postage along with an envelope to include the money for postage.

Has anyone heard of this before? Seems like a REAL stupid way to try to get away with free shipping…and now Im worried Im going to get a call about mailfraud with them thinking Im shipping things to myself to avoid shipping.
