Seller breaks rules of gameflip "he sells gift cards with random chance"

Hello everyone. I found very strange seller who sells gift cards of amazon and playstation like lottery. His description says: “By purchasing this you have a 10% chance at earning a PlayStation Store Gift Card”
Whats going on? It is forbidden to sell random items and lottery. Moderators please look on it.
